People's Alliance – The people in power Socialism is necessary and timely

Interview with c. Aleka Papariga on the Theses of the 19th Congress of the Communist Party  of Greece in “Odigitis” 12/01/2013.

 

The publication of the Theses of the Central Committee concerning the 19Th Congress of our party launched a  period for the members of the party and KNE of creative work and discussion with people and youngsters that  it is going to last until the celebration of the Congress in 11-14 April 2013. The Congress of KKE is a tiptop event for our party, it concerns the working class as a whole and its allies as  well. All members of KNE and young people who advocate our party should study the published text with our  Theses and therefore, contribute to the pre-Congress procedure in a creative-way. “Odigitis” is going to contribute to this process which is launched with the interview of the general secretary,  comrade Aleka Papariga.

 

 

“Odigitis” : The Congresses of KKE constitute the primer internal process in our party. In the introduction of the text of the Theses  is mentioned that “The basic duty of the Congress is the modern processing concerning the Program of our party,  taking  into  consideration  the  current  developments  and  today’s obligations, and its Statutes as well.” Where does this need arrive from and why is it so demanding?

Aleka Papariga: There is no doubt that the Congress is an important event  that requires intense processing so that all members of KKE  and KNE will accomplish their obligations as well as their rights concerning the expression of their opinion about the 4-year action of our party since our last Congress in 2009, the performance of the Central Committee and elect the new Central Committee and Central Audit Committee. At the same time this Congress is Programmatic and will make changes in the Statutes as well.  The need for elaborating the program of the party arises from specific but normal reasons as the current Program was formed 16 years ago. During this long period international and national developments have taken place, the more important of which are:

1. the capitalist economic crisis and its influence upon the life of working people,

2. the attempt for the reformation of the political scenery, in order to close the gaps opened

by the working people’s dissatisfaction,

3. a new round of imperialist military conflicts in our region and

4. the increase of state arbitrariness and anti-communism

In the meantime, these passing years, KKE collectively, and with the cooperation of other Communist  Parties,  examined  the  reasons  why  the  capitalist  restoration  took  place  in socialist countries, and formed our view for socialism and its construction. Our study of our experience concerning the history of our party and the labor movement between 1949-1968 was completed as well,  in a collective effort.  At the same time,  KNE and our party have gained  experience  through  our  contribution  in  struggles  and  mobilizations  under the conditions of capitalist crisis. So, today, we are more mature to work on a new up to date

Program. Moreover, the experience that we have gained through our activity presents the need for changes in the Statutes. That is to say that not only does this Congress relate to the evaluation of our work and the determination of our upcoming  duties until the 20th Congress, but it also has to do with the elaboration of  the most  fundamental  document  of  the Party,  our Program;  Without this Program,  our  activity  would walk  in the blind,  in an empiric  manner,  without  aim and objective: Socialism which is timely and necessary. It is a fact that the Congress requires intense action and work within the organization but the decisions taken have to do with working  people  as  a  whole  as  we put  emphasis  on  their  immediate  interests  and  the perspective for a better future. Moreover, it requires that we listen our friends'  views and suggestions, people that struggle by our side, they know us and want to contribute to this process with their opinions and observations.

“Odigitis”: In the Congress, KKE  evaluates the actions that took place the last years and sets the duties for the following period. What are the criteria on which this process is based on?

A.P.: The criteria on which the judgment of our action is based is the period of the last four years which can lead to reliable conclusions. We cannot judge situations within brief  time periods like a month or a year. They are the decisions taken in the last Congress and our general  action concerning new facts as well.  This means that we examine and evaluate everything but it  cannot be denied that there are duties and criteria that are absolutely

fundamental. These criteria are:

1. Our action concerning the revitalization and strengthening of the labor movement and the progress of the alliance of the working class with the poor social layers of the self-employed and farmers, in correlation with the attraction of young people and women on the axis of their increased problems and the need to reinforce the organization and class conscience.

Class consciousness of course has its own levels but its essence is the understanding of the need for the overthrow of the capitalist political power in favor of the power of the working class that expresses also the interests of the working-class' allies.

2. The building of party organizations in factories, corporations, workplaces in general, in the sectors,  where the fundamental contradiction of capitalism and class struggle takes place.

The increase in the enlistment of workers, men and women, in the Party, their development and election in the Party organs.

3. Our support towards KNE as well as the development of strong bonds between the Party and young people.

4. Our ideological, political struggle against bourgeois parties and opportunism.

5. Our internationalist action and solidarity, our common struggle with other communist and worker parties.

“Odigitis”:  By the publication of the Theses of the Central  Committee the internal  –organizational discussion and the public dialogue began. Should the youngsters have any reason to deal with the Theses without being members of KKE and KNE?

A.P.: The youth has the right and also the obligation, in a way, to know what it’s proposed, what  KKE  proclaims  and  how,  in  order  to  compare  them with  the  Theses  of  other governmental and opposition parties. We underline the need for the youth to be aware of what KKE supports and, hopefully, if they wish to express their own views. We are especially referring to those young men and women, with whom we have met in the struggle field, at the demonstrations,  in the work field,  in the unemployment queues,  in the working class districts, in the countryside. There is also another more particular reason: KKE is the party

that has a radically different perception from others, given that it is fighting in the current conditions,  but simultaneously sets openly and clearly the necessity of  overthrowing the capitalist system by a social popular uprising, in the preparation of which the new generation will play an important role. The other parties promise a change in government, but the rest remains the same: the economy, the institutions, and most of all the people’s problems. KKE despite the persecution and the bans has managed to have a continuous presence in social

life,  in  political  struggle,  in  seeding  the  most  radical  and  subversive  ideas.  It  is  no coincidence that the bourgeois  parties  and those parties  that waver  and compromise in crucial moments, recognize and admit the stability, the persistence and the stamina of KKE.

For  obvious  reasons,  of  course,  they  accuse  the  principle  positions  of  KKE  and  its fearlessness towards the opponents, as an outdated and anachronistic policy. Each member of  KNE  should  be  prepared  to  clarify  and  answer  to  questions,  and  pay  attention  to observations and suggestions. Even if a young man or woman has not been convinced from our policy, they will have made a step in forming an opinion about KKE, without hearing our opinion and proposals being twisted by others.

“Odigitis”: At the Theses of Central Committee there is an extended reference to the People's Alliance. Why does KKE pay such an attention at this?

A.P.: KKE believes and knows well through its own experience, as a revolutionary party, that the results of everyday struggle, the struggle for socialism, the struggle in conditions of an imperialist war, belong not only to the communists but to the vast majority of the people, to the vanguard class, the working class, and its alliances as well.  No change will take place from top-down, without a movement of counterattack and overthrowing, without the popular masses  determining  the  outcome  of  the  struggle,  with  their  maturity,  experience,

organization, combativeness and selflessness.  The communist vanguard is not enough. We are the pioneers, and we cannot tolerate not being,  but only inside this upcoming people’s movement and not without it or separately.

The people cannot be expressed through a blurry alliance formation, nor in a unitary way. As people we recognize the working class and the poor sections of the middle layers of society.

The  working  class’s  interest  is  objectively  upon the  abolition  of  the  capitalist  property, namely  of  the  monopolies,  and  also  that  of  middle  and  smaller  private  property.  The socialization of the monopolies and the big capitalist  corporations is not enough, because they themselves were born and are constantly being born from smaller companies.

On the other hand, self-employed cannot be easily convinced, due to their position between the working and the capitalist  class,  that the abolition of capitalist  property serves their middle-term and  long-term interests.  It  is  to  their  best  interest  to  fight  against  the monopolies.  Therefore,  the People’s  Alliance expresses the alliance between the working class and the social  strata, without abolishing the differences that exist,  and thus KKE is responsible in maintaining this alliance coherent through the struggle and tackling with the

differences, especially during times a sudden rise in class struggle is maturing. The People’s Alliance can and should organize and mobilize the people, while evolving and reconfiguring itself depending on the developments. It will be the model that will evolve into the workers' revolutionary front during the revolutionary conditions when the issue of “who holds the political  power”  will  be  resolved,  the  overthrow  of  the  power  of  the  monopolies,  of capitalism.

In such conditions the sprouts of the working-class power are formed, for the building of socialism and its defense from every attempt of setback and undermining. The soviets, for example,  did not  appear  in one shot  after  the victorious  October  revolution;  their  first sprouts had formed in 1905, when the revolution was defeated in Russia.

“Odigitis”: Why “the denial of KKE in participating in a government with other parties (such as SYRIZA, ANTARSYA) is a legacy for the working class movement”. Could a “leftist” government open the way towards socialism?

A.P.: First of all, the differences that exist between us, SYRIZA and ANTARSYA (which are not  identical  between  them in everything,  but  they  end up having  the same aim)  are tremendous and not at all  at a secondary level; consequently a programmatic agreement cannot be achieved. The basic difference which is stated in the mentioned question, is if a “leftist” government (I underline that this term is really flexible and states so many different views that no one can define only one content) that is elected through the parliament, can actually solve the people’s problems, whereas the monopolies possess the public wealth and at the same time Greece is a member of EU and NATO.

This  particular  government  will  be  not  only  inconsistent  towards  the  people,  but  it consciously will follow the same road of development, namely the capitalist road, where all the previous governments of the bourgeois parties have followed, to the same vicious circle that leads to the economic crisis. This government, from the beginning, will  have its own hands tied up since it will have said to the people that it will help them out without a social uprising and rupture,  but through parliament’s decisions,  which in fact cannot abolish the

relentless capitalist laws.

Furthermore, there is another crucial reason for not participating in this collaboration. These are not forces that express the usual vacillations of the petty bourgeois layers of society, but they are forces that have been seceded from KKE, taking with them a big part of cadres of KKE, creating formations that have faced KKE as an enemy, causing damage and creating obstacles  to  the  radicalization  of  the  masses.  The  experience  has  shown  that  the collaboration with opportunism causes damage to the working-class and people’s movement, and leads the Party to retreats and mistakes that cannot be easily corrected, having longterm consequences.

“Odigitis”: In the draft Program, it is mentioned that “In our region, from the Balkans to the Middle East, dangers of a generalized imperialistic war and involvement of Greece in this are being increased.” On which facts is this estimation of the CC of

KKE based?

A.P. The fact that we are living in imperialism, higher phase of capitalism, goes hand in hand with fierce inter-imperialistic conflicts for the re-division of the markets.  Don’t  forget  that even  if  capitalist  internationalization  proceeds,  even  if  imperialism constitutes  a  unified international system, the organization of the capitalists in national states and bourgeoisie’s interests in national level are not abolished. Theory is confirmed by a great deal of evidence that no one should ignore. The economic crisis leads to reclassification in the hierarchy of the imperialist pyramid and exacerbates  the inherent  unevenness  and inequality  in the relations between imperialist countries. The two world wars of the 20Th century were due to the conflicts about the redivision of the international

wealth pie, as a result of the problems created by the crisis in their power relations. Regional and local wars, though, also express competition between the

most powerful forces, which are placed at the higher levels of the imperialist pyramid, even when they occur among local forces.

In Middle East, irrespectively of which are warring sides, the competition is expressed among USA, E.U, China, Russia, even Brazil; the same happens in North Africa. This is why, in every country, the struggle against imperialistic war, regardless of whether the war is defensive or offensive, is strongly connected to the struggle for socialism.

“Odigitis”: KKE is not the only party that talks about socialism. However it is the only one  that  insists  that  socialism  is  necessary  and  timely,  a  position  which

constitutes the main part of KKE's draft Program. What is the reason for that?

A.P.  Socialism was and still is mentioned by the social-democracy and the opportunism, left or right. If someone had observed social-democracy ’s   and opportunism’s action, including taking part in governments in Europe and in Latin America and their relevant programs, only one conclusion he could draw: The socialism they profess advocates the capitalist property along with some small, vague ways of self-management and social solidarity, unable to be efficient even in periods of favorable capitalist development. Besides,  there  is  not  a  single  historical  example  during  the  20th and  the  21st century confirming that socialism with capitalist property can actually exist, ensuring that people live

based  on  their  country’s  development  potential,  scientific  achievements  and  people’s material, spiritual and cultural needs. As we stated in the answer of a previous question, the working-class is the only class that has an interest in the abolition of the capitalist system, in its overthrow, because this system will not abolish itself without a social revolution.
